County Council Approves Roof Repairs For Old JayC Grocery Building

Last updated on Wednesday, November 23, 2016

(BEDFORD) - The Lawrence County Council voted 7-0 Tuesday night to approve the expenditure or $78,100 to repair the roof on the old JayC grocery building at Dunn Plaza.

During its October session, the council refused a request from the commissioners to expend the money from the Cumulative Capital Fund. At that time, B&L Sheet Metal and Roofing of Bloomington was the lone bidder on the project.

Councilman Sam Craig didn't like the fact the project had just one bid. Councilman Gene McCracken reasoned it was deemed an emergency and it was the commissioners' role, not the council's, to determine if the roof was in immediate need of repair. However, Craig and Councilman Jim Edwards countered it was the council's job to determine how county money is spent.

McCracken and Mike Wright voted to approve the allocation, while Craig, Edwards, Craig Turpen and Keith Dillman opposed the request. Mark Mathis was not present at that meeting.

Tuesday, Commissioner David Flinn offered the council three bids. Proposals by both Royalty Roofing and HRC Roofing and Sheet Metal didn't satisfy the project's specs, so the council accepted B&L's bid.

That's because they are on the upcoming Lawrence County Cancer Patient Services Christmas Tour of Homes.

The annual tour, a popular Christmas tradition, will be Dec. 4 from 3-8 p.m. Tickets are $15 and currently on sale at Copy Trolley, 1605 M St., and Twelve Months of Christmas, 915 15th St. Tickets will be sold at each home, but organizers prefer tickets be purchased in advance.

One significant change in the tour this year is the change from a bus tour to a self-driven tour. Those taking the tour can start at any house on the tour and go at their own pace. Tour Chairwoman Becky Tumey said the tour takes about 2 1/2 hours to complete.

A few years ago, organizers began giving people the option of driving themselves on the tour. Tumey said since then, fewer people have been riding the buses. That, coupled with insurance complications, prompted LCCPS to discontinue the bus service.

Homes on the tour are:
