State, I-69 Contractors Commit To Oct. 2017 Completion Date

(BLOOMINGTON) - Jim Stark, director of public-private partnership for the Indiana Finance Authority, told members of the Bloomington/Monroe County Metropolitan Planning Organization Policy Committee Friday afternoon that contractor Isolux Corsan, the Indiana Department of Transportation, I-69 Development Partners and the IFA -- agreed to have the road open by October 31, 2017.

But added that meeting that target date will not be easy.

The Indiana Finance Authority hired I-69 Development Partners in February 2014 as the developer for the Section 5 project, which calls for converting 21 miles of Ind. 37 from Bloomington to Martinsville into I-69. The development firm - which also is supposed to finance, operate and maintain the new interstate - contracted with Isolux to design and build it.

I-69 Development Partners has issued multiple default notices to Isolux in recent months, saying it failed to live up to the terms of that contract. The contractor has met the requirements of those notices by paying subcontractors and issuing a revised timeline of the end of October.

The contractor and subcontractors, who now are using the same scheduling company for tasks moving forward, have two weeks to set certain milestones for completing the project by the new time commitment.
