(BLOOMFIELD) - More information has been released on a Bloomfield School District teacher after being accused of having sexual encounters with a student.
36-year-old Franklin D. Hall Jr. is facing preliminary charges of Level 5 felony child seduction and Class A misdemeanor unlawful communication. Hall was arrested by Bloomfield Town Marshal Kenny Tharp and booked into Greene County Jail just after 10 p.m. Thursday. Hall was being held on a $22,000 bond with 10 percent allowed. He paid the bond Friday morning and was released.
Bloomfield School District has not commented on Hall's arrest.
According to a search warrant affidavit with Greene Circuit Court, Hall, a Bloomfield High School biology teacher, is accused of having sexual encounters with a student and having inappropriate conversations via social media.
Police searched Hall's Bloomfield residence on Thursday. There police took electronic devices and all content on the items, as well as any adult items in the residence, photos of the residence and photographs of Hall's chest and torso.
The affidavit states Tharp's investigation began in May when a parent relayed allegations heard about a teenager reportedly having sexual relations with a teacher and was inappropriately communicating through social media platforms Facebook and Snapchat. During an initial Susie's Place interview in May, the teenager denied the allegations.
After giving consent, the teen's phone was analyzed by Dan McBride of the Owen County Sheriff's Department, but no incriminating evidence was located on their individual Facebook accounts, and the teen denied an inappropriate relationship at the time.
The report states that on October 19, the teenager went back to Tharp with more information about the original allegations. The teen reportedly told police, the relationship began through Snapchat, a social media application in which photos or videos sent to another user disappear after a set period of time. When asked why she came forward with the new information, the teen stated family member had health issues and she did not want to cause any additional stress on the family.
The teen alleged Hall had sent a photo of his genitalia through the application, and the interactions escalated from there.
"Due to this statement, it is believed that evidence of an inappropriate relationship may be located on one or more of Franklin D. Hall Jr.'s electronic devices," Tharp wrote in the report.
Hall and the student allegedly used Snapchat to arrange a meeting at Hall's home on two separate occasions, with the student alleging they had intercourse.
"(She) stated that (she) believes that Franklin D. Hall actually wanted a relationship with (her) and he was constantly messaging (her) after the first sexual encounter," the report states. "Franklin D. Hall had even told (her) that he had fantasies about (her) when in his biology class and the life he could provide for (her) ..."
The teen reported that during the course of the "relationship," Hall gave the student money -between $500 and $1,500 - and purchased her gifts.
"Franklin D. Hall has also told (her) that he gave (her) grades in school (she) did not earn, and Franklin D. Hall Jr. has told (her) that he's a hopeless romantic," the affidavit states.
The teen told police she blocked Hall from Facebook, Instagram and Snapchat to create a distance, and attempted to avoided him while at school.
After contact was severed, Hall allegedly accused the teen of stealing his Play Station game system and putting bleach in his milk.
