Man Arrested After Young Children Found Playing In Alley

(BEDFORD) - A Bedford man was arrested Saturday after police received a call about two young children playing unsupervised in an alley in the 600 block of V Street.

When the officer arrived at 5:28 p.m. they saw a 4-year-old riding a bicycle in the alley and at that time a 3-year-old darted in front of the police car, causing the officer to slam on his brakes to prevent the vehicle from hitting the child.

"When the officer asked who was watching them the children said no one," Chief Parsley added. "The children then told the officer their mom was at work and their dad was inside."

After several attempts the officer was finally able to get 32-year-old Thomas Bultman-Taylor to come to the door.

"He refused to give police his name or the names of the children," Chief Parsley says. "When asked who was looking after the children he told them no one they were able to look out for themselves."

"When officers told him he was under arrest he squared up as if he was going to fight them," Chief Parsley added. "He was then told he needed to comply or he would be tased. That is when he put his hands behind his back."

Bultman-Taylor was arrested on charges of child neglect and resisting arrest.

The children's mother was called and she returned home to care for her children.

The Department of Child Services was also contacted.
