(JASPER) - A Jasper County couple has been arrested after police say their 12-year-old child was weighed only 23 pounds.
Police say Jay and Tabitha Rupert of Rensselaer failed to care for their kid -- who has a non-curable brain disorder that requires constant care. Investigators also found out the child wasn't going to school.
The two face felony counts of neglect -- and the child has been taken from their home.
