(BLOOMINGTON) - Bloomington Police arrested 35-year-old Frank Curleyon a preliminary charge of criminal confinement after he allegedly used duct tape to tape a 10-year old boy to a toilet seat so that he could expose himself to the child.
A relative of the child reported the allegations of sexual abuse to the Bloomington police department Saturday. According to a Bloomington Police report, the incident occurred one to two months ago.
