Bloomfield Outdoor Physical Education Facility Complete, Not Ready For Use

Last updated on Wednesday, February 3, 2016

(BLOOMFIELD) - The Bloomfield School District Outdoor Physical Education Facilities project is complete, but there are still a couple issues in the way before it can be used.

The facility is located off of U.S. 231 South, about six miles south of the Bloomfield town limits.

Bloomfield School Superintendent Dan Sichting told the Greene County Daily World the contractors Garmong Construction Company is requesting payment, but school officials have some concerns says the contractors didn't include proof rolls at the tennis courts and at the track.

Proof rolling tests the ground for soft spots for subgrade failures. Heavy equipment is rolled over the ground and if there is an imperfections, like indents, contractors are to correct the situation to make sure the ground is firmly packed. Contractors were required to perform that test and document it.

Sichting put Garmong on notice, holding them accountable for any subgrade failures, in case of possible future litigation.

When asked by School Board member Steve Dowden if the school should withhold payment, Sichting told the board on the advice of their attorney they should go ahead and make the payment.

Another concern is Indiana Department of Transportation passing the entrance at the facility located on the west side of U.S 231 South.

Bledsoe, Riggert, Cooper and James is working to develop a timeline for the design and cost estimate for the project, which is required by the INDOT in order for approval of permit for the entrance. Which should be done by today. From there the group should have a preliminary final cost to put the project out for bid.

Construction will probably not end until July 15. Which means officials won't be able to use the facility this spring and they won't get the permit from INDOT until after completion.
