(BLOOMINGTON) - Bloomington Police Department Deputy Chief Tony Pope has retired after 23 years of service. Police Chief Mike Deikhoff appointed Capt. Joseph Qualters, a 29-year-veteran of the department, to fill Pope’s position.
Pope joined the department in 1992 and held the ranks of deputy chief, lieutenant, sergeant, detective and officer.
The Herald Times reports, before becoming a Bloomington Police officer Pope worked for the Hampton Police Division in Hampton, Virginia, after serving in the United States Navy.
Qualters started his career in 1987 and has risen through the ranks of officer, sergeant, lieutenant and captain. In his 15 years as captain, he has served as the supervisor of the detective division, as the department's public information officer and as the officer in charge of recruitment and hiring. He is also active in Monroe County's Drug Court.
Filling Qualters' position as administrative captain is Steve Kellams, who has served the department for 24 years. He will also be the department's public information officer.
Kellams severed in the supervisor in charge of afternoon shift uniformed officers, supervisor of the detective division and a manager of the special investigations unit working in drug enforcement and major crimes. He recently organized the department's first teen police academy and is managing the explorer program for teenagers and young adults.
