GM Powertrain To Host Information Session Dec. 9

(BEDFORD) - General Motors Powertrain will host a general information session on Wednesday, December 9 at 6 p.m.

The public is invited to attend.

The meeting will be held at the GHD Field Trailer south of the Plant, located near the corner of Fourth Street and GM Drive (enter from GM drive). Parking will be in the trailer's gravel lot.

According to Cheryl Hiatt, project manager, at this session, officials will provide an update on Bedford Powertrains Corrective Action project and then allow people to visit one-on-one with the project team to talk about specific and individual issues.

The presentation will address any concerns about cleanup and provide ample opportunity for the public to ask questions.

These information sessions are part of our community outreach efforts to keep the public in our community informed regarding the project and also to provide the public an opportunity to tell officials what's on your mind.

Facility Update

Within the East Plant Area at the GM Plant, construction of the vault and low permeability cover system was completed in 2012. The cover systems continue to be monitored on a quarterly basis and maintained as required, with the most recent monitoring event having been conducted in September 2015. The RCRA Facility Investigation (RFI) Report, which summarizes all of the testing and sampling done at the Site, was submitted to U.S. EPA and IDEM on September 30, 2015.

Work continued on the design and finalization of the alignment of the perimeter groundwater trench collection system, which will be installed along the downgradient (north and east) side of the East Plant Area. GM has acquired the properties on the former Barlow Lane (immediately east of the Plant) where the proposed groundwater collection trench will be installed and had portions of the properties rezoned to allow for the construction of the trench and the construction of a new groundwater treatment plant building. Groundwater collected from the trench collection system will be pumped to the new treatment plant for treatment prior to discharge to the creek under a State of Indiana National Pollutant Discharge Elimination System (NPDES) Permit. A work plan for the initial section of the groundwater collection trench along the northeast corner of the East Plant Area ("pilot trench") was submitted to U.S. EPA on December 2, 2014. The Contractor mobilized to the Site in August 2015 to begin site-work preparations for the pilot trench construction. Installation of the bedrock pilot trench began at the end of October 2015 and will continue through the end of 2015. Construction of the new groundwater treatment plant which will accept the groundwater collected from the trench began in summer 2015, and will be completed by the end of 2015.

Some additional surface soil sampling remains to be completed on the Facility property. The results of this sampling will be submitted to U.S.EPA and IDEM as an addendum to the RFI Report.

Off-Site Activities Update

Spring 018 on Bailey Scales Creek has met the discharge criteria and treatment prior to discharge was discontinued in 2013 with approval from the Agencies. The spring continues to be sampled on a monthly basis to confirm the spring discharge is achieving the criteria of the approvals.

Soil and sediment removal to meet the approved project cleanup criteria for the floodplain areas in the watershed was completed in 2011, with the final restoration work downstream (west) of the Peerless Road Bridge within Pleasant Run Creek watershed completed in 2014. Monitoring of the restoration has been ongoing and the last event was completed on September 16 and 17, 2015. The Construction Certification Report for the Downstream Parcels Removal Action was submitted to U.S.EPA and IDEM on December 12, 2014.

Roads Update

Project related truck activity along Breckenridge and Peerless Road has been minimal for the last year, as GM had completed the East Plant work and the restoration work on the west side of Peerless Road. Current work at the Facility is primarily being accessed by on-Facility haul roads and GM Drive, although some light truck traffic continues on Bailey Scales Road near Bedford Plant property.

Communications Update

A combined neighborhood and public meeting was held on June 10, 2015. The presentation materials for this meeting are posted in the Public Library and on the GM website www.BedfordPowertrainCorrectiveAction.com.

The Community Liaison Panel (CLP) also met (Meeting No. 50) on June 10, 2015, as part of an additional communication avenue for the community. CLP meeting minutes from previous meetings have been posted to the project website and in the Bedford Public Library.

The next combined neighborhood and public meeting is scheduled for December 9, 2015 at 6 p.m. and will be held at
the GHD field trailers south of the GM CET Bedford Facility on GM Drive near Fourth Street. Please note that Conestoga-Rovers & Associates Inc. (CRA) is now GHD Services, Inc. (GHD), as of July 1, 2015 - project staffing and your contacts remain the same. The next CLP meeting will also be held on December 9, 2015 at 11 a.m.

The Documents Repository is available for viewing in PDF format on compact discs (CDs) at the Bedford Public Library. The online information repository also continues to be updated and maintained on the GM website, which can be accessed at www.BedfordPowertrainCorrectiveAction.com. A list of new project documents, submitted to the online information repository since Fact Sheet 40 is provided on this Fact Sheet is below.
