Indiana State Police Lieutenant Charles Cohen Promoted To Captain

(BLOOMINGTON) - Indiana State Police Superintendent Doug Carter has announced the promotion of Lieutenant Charles “Chuck” Cohen to the rank of Captain.

Captain Cohen will be serving as the Commander of Intelligence and Investigative Technologies. In this capacity, Captain Cohen will be responsible for the cybercrime, electronic surveillance, technical services and Internet Crimes Against Children Units along with overseeing the department's overt and covert criminal intelligence function. Captain Cohen is also the Indiana Intelligence Fusion Center Executive Director and Indiana Internet Crimes Against Children (ICAC) Task Force Commander.

A 1988 graduate of Crown Point High School, Captain Cohen earned a Master of Business Administration from Indiana Wesleyan University and an undergraduate degree from Indiana University with a double major in Criminal Justice and Psychology.

Cohen is also a Certified Fraud Examiner.

Captain Cohen graduated from the ISP Recruit School Academy in December of 1994 and upon graduation was assigned to the Bremen Post where he primarily patrolled Kosciusko County. Cohen then transferred to the Bloomington Post in 1995 where he was assigned Monroe and Brown Counties. After being promoted to Detective, among other Criminal Investigation Division positions, Captain Cohen continued serving in several roles over his 21 year ISP career, including serving on the Hostage Crisis Negotiation Team.

Cohen speaks internationally on topics including the implications of online social networks in criminal investigations and criminal intelligence gathering, cyber crime, online fraud, money laundering, corruption investigations, and the investigation of skilled criminal offenders. He is an Adjunct Instructor at Indiana University Bloomington, where he teaches Foundations of Criminal Investigation.

Captain Cohen was a member of the Office of the Director of National Intelligence Summer Hard Problem Program in 2008, 2009, and 2010. In 2008 the study topic was "3D Cyber Space Spillover: Where Virtual Worlds Get Real." The 2009 topic was "Mixed Reality: When Virtual Plus Real Equals One." In 2010, the topic was "Online Social Media." He also sits on the IACP Cyber Crime & Digital Evidence Committee and serves as an Associate of State Criminal Investigative Agencies Cyber Crime Committee, Subject Matter Expert.

Cohen is a published author, including peer-reviewed material and a cover article for Police Chief Magazine. Cohen was recently featured on the cover of the National White Collar Crime Center's Informant magazine and was a featured guest on their syndicated radio program "The Badge" on SiriusXM. He was a subject matter expert for a Fox News nationally syndicated show regarding criminal activity in online dating sites and for the Canadian Broadcasting Corporation's national news regarding criminal activity in Virtual Worlds.
