Mom Arrested After Urging Teens To Fight At Persimmon Festival

(MITCHELL) - A Mitchell woman was arrested on warrants charging her with contributing to the delinquency of a minor, disorderly conduct and battery.

According to a probable cause affidavit, 34-year-old Lisa Barlow approached Mitchell Police officer Matt England who was patrolling the Persimmon Festival and told him that her daughter had been in a fight with another girl.

England told Barlow that she needed to go to the police department and file a report.

Barlow walked away angry saying, "Come Monday (my daughter) is going to beat the (expletive) out of them," according to the court document.

Not long after Barlow walked away from the officer, he "heard screaming and yelling from the parking lot of the library," the affidavit reads.

When England approached, there was a group of people arguing on the sidewalk.

England then witnessed Barlow push a 14-year-old girl in the face, causing her to fall backward. He alleges that Barlow then grabbed her daughter and pushed her onto the girl on the ground, saying, "There she is. Get her! Go, go, go!"

The two girls then began to struggle, with Barlow encouraging them on.

England ran toward them, identified himself as an officer and separated the two girls and removed Barlow from the scene.

England talked to both girls and Barlow. All three agreed to England's observations.

Barlow was arrested at 11:18 a.m. Wednesday on warrants for contributing to the delinquency of a minor, disorderly conduct and battery. She remained in jail this morning with a cash bond of $505, or $5,000.
