(BLOOMINGTON) - Two men were arrested Saturday on meth charges after Bloomington police were alerted of possible drug activity in the parking lot of Big Lots.

According to Bloomington Police Sgt. Joe Crider, a witness told police they had seen the two men in several parking lots on West Third Street looking into vehicles. The witness told police they also heard the men talking about a "place to cook" and saying they had items in the trunk of the vehicle to "make meth".

The witness told the police they saw the men getting into a 2001 gold Volvo.

When police arrived and tried to talk to the men, 51-year-old Tarin Rigsby of Bloomington, was walking into the foyer of PetSmart, but when he saw police he quickly exited the store. As Rigsby exited the store he dropped a bag. When police retrieved the bag it contained white pills.

While police were questioning Rigsby, he complained to police he was suffering a heart attack. Police called an ambulance and Rigsby was taken to IU Health Hospital for treatment.

Officers in the mean time were questioning the driver of the vehicle, 47-year-old James Blake of Ellettsville and learned he was a habitual traffic violator.

After questioning Blake they returned to their police cars and requested a warrant to search the vehicle. Blake returned to the Volvo several time.

Officers were granted the warrant and searched the vehicle. Inside, they found drain cleaner, pseudoephedrine, batteries, cold compresses, tubing, 2-liter bottles, salt, a package of coffee filters, and other smaller bottles, all items used to make meth.

Police arrested Blake, on charges of conspiracy to manufacture meth, possession of precursors to manufacture meth and being a habitual traffic offender.

Rigsby is facing charges of conspiracy to manufacture meth, criminal mischief and disorderly conduct.
