Bedford Resident And Former Bloomington Project Manager Accepts Plea Agreement

(BLOOMINGTON) - Former Bloomington engineering project manager Justin Wykof of Bedford has agreed to plead guilty to one count of conspiracy to commit fraud and 10 counts of wire fraud.

He is accused of being involved in a street and sidewalk paving concrete conspiracy that took more than $800,000 from the City of Bloomington coffers and put it into his pocket.

His change of plea hearing is scheduled for 9 a.m. Friday in a courtroom of the United States District Courthouse for the Southern District of Indiana in Indianapolis.

According to the plea agreement, the judge could sentence Wykoff to 51 to 63 months in prison with three years of supervised probation.

Wykoff must also pay full restitution in the amount of $446,335.26 to the city of Bloomington.

No fines from the government will be handed down with the conspiracy and wire fraud charges, "because of the need to recover restitution for these offenses," the agreement reads.

Wykoff must forfeit all buildings, a garage and properties at 623 and 627 High Street in Bedford and any and all property that has already been seized by the government.

Wykoff and Lawrence County father-and-son team Roger and Zachary Hardin, who owned Reliable Concrete, were charged last March in connection with falsifying claims for concrete and construction work that was never done.

The Hardins were each charged with one count of conspiracy to commit wire fraud. They also have accepted plea agreements, according to court documents.
