Mitchell Board Of Works Reviewing Bids For Wastewater Plant Project

(MITCHELL) - The Mitchell Board of Works is reviewing three bids for upgrades at the aging wastewater treatment plant.

The Times Mail reports that, on Tuesday, the board and Steve Gress of Donohue & Associates, the engineer for the proposed project, opened packets from the three contracting firms that submitted bids.

The project, estimated by the engineering firm, will cost $2,630,000. All three bids came in higher than that, but one submission came within 5 percent of the estimate, which Gress noted was "a good sign."

The bids are as follows:

  • Grave's Plumbing Co. Inc., $3,083,083
  • Mitchell & Stark Construction Co., $3,398,836
  • Layne Heavy Civil Inc., $2,767,000

Those bids will be examined and tabulated and then the city will vote to award the bid.

The bids expire in 120 days, during that time the city must close on the bond it is seeking from the State Revolving Loan Fund and award the contract.

Mayor Gary Pruett says the city has been working on the project to cut cost from the projected $3.9 million to its current estimated.

Bids were need so city officials could commission a rate study on how much sewer bills will need to increase to cover the bond payments.

If the project is approved, the city will use $500,000 from its utility funds to cover part of the project. The rest of the money would come from the revolving loan fund. If the sewer bill rate increase falls in line with what the city is willing to pass on to customers, then the project can move ahead.
