Bloomington City Official Admitted To Stealing Public Funds

(BLOOMINGTON) - The city of Bloomington employee who was fired last week has been directly accused of -- and who city officials say admitted to -- stealing public funds.

Longtime parks and recreation office manager Judy Seigle, who also served as assistant treasurer for the Bloomington Parks Foundation, was terminated Oct. 17 by the city after being accused of inappropriately handling the foundation's checking account.

According to the discharge notice in her city personnel file obtained by The Herald-Times through an open records request, Seigle was questioned "regarding the theft of funds, which (she) admitted to stealing," on Oct. 17.

Bloomington May Mark Kruzan says at this time it is unknown how much money was stolen from the foundation and the city.

According to public tax forms filed by the foundation, its purpose is to solicit and collect donations for the parks department. For 2013, the foundation reported receiving $121,167 in contributions. From 2009 to 2013, donations received by the organization totaled $748,913, which accounted for about 80 percent of the foundation's revenue, according to the tax return. At the end of 2013, its total reported assets were $411,828. The federal tax forms do not have a detailed breakdown of the foundation's individual accounts.

The tax forms have the signature of Christopher Hawk, who serves as the treasurer for the 21-member board of directors for the foundation. Seigle was not listed on the forms as a paid employee of the foundation.

The foundation issued a statement Wednesday evening stating that officials had discovered its checking account had been compromised that the Bloomington Police Department, FBI and Indiana State Board of Accounts had been notified.

No criminal charges have been filed against Seigle.
