Man Arrested After Fleeing From Police On Bicycle

(BEDFORD) - A Bedford man was arrested again in less than a month for sniffing toxic vapors.

Bedford Police noticed 37-year-old Scott Kaiser riding his bike in the eastbound lane of 16th Street near Beech Street just before 4 p.m. Wednesday.

"Officers noticed he had a plastic bag full with a canister of Duster spray inside," Parsley says. "They also were notified that Monroe County may have a warrant for Kaiser's arrest."

While officers waited for Monroe County officials to confirm the warrant, they followed Kaiser and attempted to stop him at 13th and R streets.

"That is when he sped up on the bike and refused to stop even after officers called him by name asking him to stop," says Bedford Chief Dennis Parsley.

Kaiser then ditched the bike and took off on foot. Officers followed and apprehended him, but not without a struggle.

"He was pulling and pushing at officers and continued to fight with officers until they could get him in handcuffs," Parsley says.

Kaiser was arrested on charges of resisting arrest by force and fleeing and inhaling a toxic vapors after police determined he was intoxicated.

Officers from Monroe County then notified that they did not have an outstanding warrant for Kaiser.

This is not the first time police have arrested Kaiser for sniffing Duster. He was arrested on August 9.

After officers were called to the Hardee's parking lot after they received a report of a man possibly sleeping in a vehicle. While in route officers received a second call saying Kaiser had left Hardee's and was now in the parking lot of Circle K. When officers arrived Kaiser was leaning out of the car door vomiting. As soon as he saw police he pulled out of the lot and officers stopped his vehicle at 16th and M streets.

Police found Duster in the vehicle and asked if he had been inhaling the vapors, Kaiser replied "Yes."
