(BEDFORD) - The Lawrence County Commissioners and Chris Walls, founder of 39 Degrees North, are working on a policy to develop a fee and policy structure for businesses and others purchase information.
Walls specializes in developing and implementing software for managing Geographic Information Systems. 39 Degrees North provides and maintains the county's geo-database.
The commissioners have received a request to obtain and download the county's information into their systems.
Walls says the trend is to charge for the data.
"We just want to be compensated for the time it takes to get the data and ship it to the customer," Walls says. "The county also is allowed to charge a fee above and beyond that."
Bob Dillon, county projects manager says engineering firms used the information and want the date to be compatible with AutoCAD, a software application for 2D and 3D computer-aided design and drafting.
"That's above and beyond what you guys ever intended to provide the public," he added. "I think what's being proposed here is reasonable and not excessive."
Walls told the commissioners other counties charge for the special data.
"We charge $250 to extract one layer and $500 to extract multiple layers. Again, the county can charge beyond that. That can come in the form of a check back to the county or off the annual service fee we charge the county."
