(BEDFORD) - Two men were behind Parkview Intermediate School when police officers recognized one of them. Both men were carrying bottles.

After investigating the scene, Bedford Police officers arrested: -- James E. Strunk, 48 of 1615 16th St., wanted on Indiana State Police warrants for possession of methamphetamine, unlawful sale of a precursor, maintaining a common nuisance; and arrested on-site for possession of a precursor with the intent to manufacture. -- Justin Garrison, 23 of Bartlettsville for possession of a precursor with the intent to manufacture and possession of methamphetamine within 1,000 feet of a school.

Officers saw Garrison and Strunk walking behind the school carrying bottles at 7:46 p.m. Saturday, according to Bedford Police Department Chief Dennis Parsley.

"They were observed pouring the contents out of one bottle onto the ground, and Garrison pulled a second bottle from his pocket and dropped it on the ground," Parsley said. Strunk had another bottle in his possession.

"It was apparent that both were attempting to manufacture meth," Parsley said, because they had paraphernalia on them associated with making meth. "Both showed signs of intoxication," Parsley added.

Garrison was also found to be in possession of a white powdery substance that tested positive for meth.

The Indiana State Police were contacted, Parsley said, for the testing and removal of the unknown liquids from the bottles. Results will be sent to the prosecutor's office.

Strunk was released on a bond of $1,060 on Sunday. As of 9 a.m. this morning, Garrison was still in jail.
