When the accident happen residents as far away as 25th and J streets thought there was an explosion.

Robert Prow, a motorist, was one of the first on the scene.

"There was black smoke (coming from the minivan) and then it blew up like two sticks of dynamite," he says."We got out of our vehicles to see if we could help... it was bad so bad."

Prow says one female did not have a pulse.

"That is when the firefighters arrived and they took over," Prow says. "There was just nothing we could do to help them."
