Police say the little girl suffered a fractured left arm and bruising to her face and eye and that Spicer told them he got upset because she wouldn't be quite.

Spicer was watching the child Thursday while her mother made dinner. According to court documents, he abused the little girl inside a bedroom because she wouldn't stop crying.

The child's mother heard yelling and screaming and that is when she called police.
