(EDWARDSPORT) - Paul Ryan Russell, 31, of Bicknell, was arrested by Edwardsport police on a variety of charges early Sunday morning.

Police attempted to stop Russell for committing a traffic offense on J & R Road at approximately 12:30 a.m., he fled, and crashed his moped on Pine Bluff Road and then took off on foot.

Deputy Marshal Abrams secured the crash scene and, after a short foot chase, Marshal Johanningsmeier caught Russell. Police found several toxic materials used to make meth, including anhydrous ammonia, crushed ephedrine pills, organic solvent and lithium ion batteries.

Russell was arrested and charged with manufacturing meth, having an illegal drug lab, dumping controlled substance waste, possession of paraphernalia, resisting law enforcement and theft, improper handling of anhydrous ammonia and refusal to provide identifying information.

He also was cited for infractions of driving while suspended, driving while not registered and failure to signal a left turn.

He's being held on $25,000 cash-only bond.
