(BLOOMINGTON) - Bloomington Police are searching for 27-year-old Phillip M. Phillips, of Bloomington.
Police say Phillips shot and killed Ulysses "Lish" Goethe on the city's northwest side last week.
Police say Phillips is black, 6-foot-1 tall and weighs about 250 pounds. His last known address in court records was 508 Basswood Drive in Bloomington.
The probable cause affidavit outlining the evidence against Phillips has been sealed by the court and Bloomington Police Department Sgt. John Kovach cannot answer any questions about the case.
According to witness and police accounts, on July 25th around 2:30 a.m. Phillips was in a vehicle that drove by Goethe and fired one shot, hitting Goethe in the head. He was pronounced dead at the scene.
Witnesses who were standing in line for section 8 housing say the two men had been arguing over a girl. Goethe's family says the two had been involved in two fist fights over the woman.
Police say, Phillips has a lengthy criminal record since 2006, which includes two convictions for misdemeanor battery.
Charges of residential entry, criminal mischief, driving while intoxicated and operating a vehicle after a lifetime forfeiture of driving privileges are pending against him in Monroe Circuit Court. He has a hearing scheduled before Judge Kenneth Todd Wednesday.
Phillips was last arrested May 19 on the driving-related charges, then was released from the Monroe County Jail after posting $1,500 bond.
