(BLOOMINGTON) - Bloomington Police are investigating a homicide after a man was found lying the street after an apparent shooting.
Officers were called to the Crestmont Apartments near North Illinois Street and 12th Street around 2:30 a.m. after witnesses called 911.
Bloomington Police say one person was shot and killed, but they were not comfortable providing a description of possible suspects and no one has been arrested at this time in connection to the shooting.
The name of the victim will not be released until police notify their next of kin.
Witnesses waiting in line for Section 8 housing applications say a young black man was shot in the head or neck and killed by someone in a silver Chrysler around 1 a.m. this morning.
"I heard three to four gunshots around 1 a.m.," said John Fullen, one of two security officers with Graham Security who were in the area at the time. "We are here to keep the Section 8 line contained, so we are not investigating the shooting."
Witnesses told Dann Denny of the Herald Times, the shooting took place on Illinois Street near the playground. Fullen said he did not believe the man, who witnesses say was in his 20s, was waiting in the Section 8 line.
Several witnesses criticized Bloomington Police Department officers on the scene, saying they allowed the body to lie in the street, uncovered, for nearly three hours. One man said it was only after the coroner and forensic specialists arrived that the man was placed in a body bag and taken away by ambulance.
"I thought it was disrespectful," the man said.
Witnesses said they watched the shooter's car drive slowly up and down 13th street several times before hearing shots ring out. Several said the shooting was motivated by a dispute regarding a girlfriend.
Meanwhile, people are continuing to wait in line for their Section 8 applications.
"This isn't right," said Lynn Morgan, a 52-year-old woman who said she has been living in a van for two years. "I've been waiting here since 8:35 last night and someone gets killed just two blocks away. Plus, I'm only No. 93 on the list."
