(MITCHELL) - The Mitchell City Council wants to get the word out that the council is determined to make Mitchell a better place to live.
The council Monday night passed an ordinance requiring the sanitary disposal of dog and cat feces.
The council has received several complaints from property owners concerning dogs and cats allowed to wander and deposit feces causing an unsightly and unsanitary condition as well as damaging lawns, shrubs and flowers.
It will now be the responsibility of pet owners to clean up after their pets in both private and public areas and the feces must be cleaned up immediately and deposited in a sanitary way.
Violators will be fined $25 for the first offense, $50 for the second and $100 for the third.
They also addressed other concerns with citizens not following city ordinances that address trash collection, curfew for minors and yard sales.
"Our goal is to hopefully publish these ordinances and have residents realize there are some problems with them not being followed," said Mayor Gary Pruitt. "I believe once we get the word out in the newspaper and radio residents will begin to comply and we hopefully will not have to take other steps."
Other ordinances that the council has received complaints about are:
The trash and garbage and refuse collection: Residents are to place their trash at the curb no earlier than 6 a.m. but no later than 8 a.m. on the day scheduled for collection. All trash must be placed in plastic bags.
Curfew of Minors: It is a curfew violation for a child 15, 16, 17, years of age to be in any public place including streets, alley or sidewalks within the city limits between midnight and 5 a.m. on Saturday or Sunday; after 10 p.m. on Sunday through Thursday; before 5 a.m. on Monday through Friday.
It is a curfew violation for a child under 15 years of age to be in a public place after 10 p.m. or before 5 a.m. on any day.
It does not apply to a child who is accompanied by a parent, guardian or custodian; Accompanied by an adult specified by the child's parent, guardian or custodian or participating in going to or returning from a lawful employment, a school sanctioned activity or a religious event.
Yard sales: Garage or yard sales are permitted in any area of the city zoned residential provided the following conditions are met; no merchandise, other than that normally found in the household may be sold; the sale shall not exceed four days; not more than three sales per year are allowed an any one location; the sale is restricted to the owner or occupant of the premises on which the sale is being conducted. These regulations apply to real estate in the city that is not shown on the zoning map as residential but never the less is not zoned business or manufacturing.
In other business the council:
* Approved Troy Allen from Big Daddy Sports was given permission to block off Gib Sheeks Drive from the third base line to the concession stand at the Legion Field. The council gave Allen permission to block the street on Mondays, Tuesdays and Thursdays from 5:30 p.m. to 8:30 p.m. while the children are competing on the fields.
* Approved the Burris Hatfield PTO to hold a community 5K walk/run on July 18th beginning at 8 a.m.
* Approved Mitchell Stingers to hold a road block at 4-points on July 14th from 8 a.m. to 2 p.m.
* Councilman Joey Slone advised the council that he had received complaints about speeding vehicles near the railroad tracks on Meridian Street. Slone has asked police officer to do extra patrols.
