Bedford Woman Pleads Guilty To Neglect

(BEDFORD) - A Bedford woman pleaded guilty to neglect of a dependant and was sentenced Monday in Lawrence County Circuit Court.

48-year-old Alisa Webb was sentenced to 365 days in jail, with all of that time suspended and placed on 365 days of probation. She was also ordered to continue working with the Department of Children Services and to pay court costs.

Once she completes those tasks, the charge will be dropped from a D felony to a misdemeanor offense.

According to Defense attorney Nick Herthel, Alisa has a mild mental disability, but he believes she understood the charges and the plea agreement.

She was questioned by both Judge Andrea McCord and Lawrence County Prosecutor Michelle Woodward to make sure she understood what was happening in court.

"I am not comfortable with this agreement," said Judge Andrea McCord. "I understand the fact that Miss Webb has a mental deficiency but, she put her daughter in a situation that caused her harm. I understand the child is now in a safe place and I want her to stay there. I want Miss Webb to understand that what she did was wrong and should never happen again and based on those facts, I will accept the plea agreement."

According to testimony the child is currently living with Alisa Webb's father in Owen County.

A CHINS hearing is scheduled for this week to place the child in the permanent custody of Webb's father.

"I am not sure Miss Webb is fully aware of what is right and wrong and I want this child protected, so I will be notifying Children Services about my decision," McCord said. "Miss Webb, it is important that you continue to work with Children Services and probation and that the child remains in the placement of someone who will protect her. I am not comfortable with you having custody of the child."

Alisa and her then 82-year-old husband, Oscar L. Webb were arrested on allegations that they asked the 15-year-old girl to perform sexual acts on Oscar in exchange for a trampoline. Alisa has since divorced her husband.

According to a probable cause affidavit filed in court, to secure the arrest warrants, the 15-year-old was asked to masturbate Oscar Webb when Alisa Webb became too tired because she has arthritis and tendonitis in her hands and arms.

Oscar and Alisa Webb both admitted to police the act happened and that Oscar had bought the teenager a trampoline for performing the sexual act. Webb formerly owned Webb's Tax Service and was a former Wal-Mart employee.

The Lawrence County Police Department received the information on Aug. 12 from Child Protective Services that the crime had taken place at the Webb home at 91 Bud Ikerd Road between June 1, 2011 and July 31, 2011.

Oscar Webb is scheduled to stand trial on June 26th.
