Redevelopment Commission Preparing Site Near WestGate

(WESTGATE) - The Greene County Redevelopment Commission has a modular home for sale and will be selling it to the highest bidder in early June.

Nick Schneider, of the Greene County Daily World reports, the residence must be moved promptly to make way for a possible economic development project.
The 1,585 square feet, three bedroom, two bath double-wide manufactured home is about 10-15 years old and needs to be moved off of its current site by the prospective buyer no later than June 30, according to a motion passed at Thursday morning's meeting.
There is a $20,000 minimum bid set.
The home, currently occupied by Roger and Jennifer Waggoner, is located on 100 acres of property the Redevelopment Commission purchased in January near the new Interstate 69 and WestGate at Crane Technology Park.

About 40 acres of the Waggoner property is located in Greene County and about 60 acres in Daviess County.

A stipulation of the purchase was that the Waggoners were granted a three-year lease to stay at the home and use an outbuilding.

However, the Redevelopment Commission needs the property cleared for a possible project and worked out an early termination of that lease, which was signed at Thursday's meeting.

The Waggoners will receive a cash payment of $8,000 and be paid the cost for moving their personal property and the relocation of two storage barns to property located on State Road 157, north of Bloomfield, as part of the lease termination agreement.

Commission President Hal Harp is hopeful the battery innovation center, being developed by Energy Systems Network (ESN), of Indianapolis, will select a site on the 35-acre tract of the Waggoner property near the intersection of U.S. 231 and County Line Road (CR 800S).

"Nothing is a hard fact now," Harp told the Greene County Daily World. "They (the battery innovation center developer) will be making an announcement."

He expects the site selection to come in late May.

According to Harp, about 35 jobs will initially be provided by the battery research/testing facility.

In mid-January, Greene County officials put together a business plan proposal to entice Energy Systems Network to locate in Greene County.

Among the incentives is donation of the property and paying for the cost of locating infrastructure on the site, including, a roadway, electrical, gas, sewer, water and other utilities.

"We (the Redevelopment Commission) plan on developing that 35 acres. We're going to put in probably $1 million with the help of the WestGate Authority to help with the infrastructure," Harp said.

Energy Systems Network (ESN) wants to locate an innovative submarine and military battery testing/warehouse facility somewhere in or near the tech park.

NSWC Crane is designated as the Center of Excellence for batteries among all of the Department of Defense facilities so the Greene County location is not far from the base property and very close to the new interstate highway which makes it an attractive site.
Former NSWC Commander Charles LaSota, now retired, is in a leadership role for ESN and in December told the Redevelopment Commission it made sense for the battery facility to be located close to the Naval base where the military's top battery experts work every day.

In other action, the Commission discussed the sale/trade of five acres of property located near the new sewer treatment plant with the Indiana Department of Transportation (INDOT).

The INDOT wants to locate a sub-district facility near Interstate 69 for the storage of salt/sand and snow plow equipment, according to Harp.

INDOT is negotiating a trade of property it owns in Bloomfield on U.S. 231 with the land owned by Redevelopment Commission along U.S. 231 and County Line Road.
Harp said the Bloomfield INDOT facility will be moved to the I-69 location, if the deal is worked out.

The Redevelopment Commission would then take possession of the former highway garage site for future development, according to Harp.

In other action, the Redevelopment Commission:

* Agreed Thursday to sell 15.87 acres of wooded land on the old Allen property (behind Scotland Meadows Business Park) to INDOT to use for I-69 mitigation purposes. The purchase price was $28,500 - $1,795.85 per acre.

* Signed a $42,000 professional services agreement with the Greene County Foundation to administer ongoing support in the establishment of a Visitor's Bureau. In addition, the Foundation will head up administrative tasks dealing with a proposed innkeepers tax for the county.

* Changed next month's meeting date and site to 10 a.m. on May 24 at the Richland-Taylor Fire Department building in Scotland. A meeting of the Greene County Regional Sewer District will precede that meeting at 9 a.m. at the same site.
