(BLOOMINGTON) - Monroe County Council President Vic Kelson was arrested on charges of operating a vehicle while intoxicated after Bloomington police found him driving without his headlights late Thursday night.
According to police Kelson's blood alcohol level was 0.16 - twice the legal limit.
52-year-old Kelson was arrested by Bloomington police and taken to the Monroe County Jail at 12:25 a.m. Friday on preliminary charges of operating a vehicle while intoxicated while endangering another person and with an alcohol concentration equivalent to .15 or more.
Kelson was stopped at 11:18 p.m. Thursday by police at 4th and Washington streets, after police noticed he was driving without his headlights on and was driving erratically.
Police say Kelson could not open his car door and was staggering and leaning against the car. He failed three field sobriety test. Kelson was released from jail at noon Friday after posting a $1,000 bond.
A special prosecutor Stan Levco, from Vanderburg County was assigned to the case.
Kelson, a Democrat, has served on the Monroe County Council since January 2007.
A certified groundwater professional, he works for Wittman Hydro, a Layne Christensen Co., and has a doctorate from Indiana University.
