(UNDATED) - A national study says abstinence-only programming in sexuality education is non-effective among America’s young people.

William Smith, Vice-President of Public Policy for the Sexuality Information and Education Council, says a new study confirms previous studies that indicate abstinence-only programming has no effect on teens and young adults in their decisions, despite continued federal funding.

Indiana receives over 2.-5 million in federal funds annually for abstinence-only programs, which is more than most states. However, more money has not made a difference in sexual activity rates in Hoosier young people compared to their counterparts in other states.

Smith says 43-percent of high school females and 46 percent of high school males in Indiana reported being sexually active in 2005.

The Sexual Information and Education Council is calling for Congress to reconsider abstinence-only programming and instead, support comprehensive sex education that includes abstinence with birth control and condom usage.

Smith says the Council believes comprehensive programs are more effective than abstinence only programs in getting young people to abstain from sexual activity.
