Speeding, syringes and sobriety test failure leads to Washington man arrest

PIKE CO. – On Saturday, April 9th at approximately 3:25 p.m., Indiana State Police Senior Trooper John Davis was patrolling I-69 near the 51 mile-marker when he observed a black Dodge Charger traveling north at 87 miles per hour in the posted 70 mph zone.

Davis stopped the vehicle near the 53 mile-marker and identified the driver as 31-year-old Kyle R. Horstman, of Washington, Indiana.  While talking to Horstman, Davis detected an odor of burnt marijuana coming from inside the vehicle and observed a syringe on the passenger side floorboard.

Horstman displayed signs of impairment, failed field sobriety tests, and refused to submit to a chemical test.

During a search of the vehicle, officers located three more syringes and a handgun that was in multiple pieces. Horstman was arrested on charges of unlawful possession of a syringe, prior possession of a syringe, carrying a handgun with a prior felony conviction, operating a vehicle while intoxicated refusal, carrying a handgun without a license, and was taken to the Pike County Jail where he is currently being held without bond.
