(BLOOMINGTON) – Bloomington Mayor John Hamilton announces the appointment of Andrew Cibor to the position of City of Bloomington Engineer.
Cibor will lead the City’s new Engineering Department, to which transportation and traffic engineering operations currently housed within the Planning and Transportation Department will migrate in January 2021. Cibor, who previously served as the City’s Transportation and Traffic Engineer, will assume his new position on January 11, and receive an annual salary of $101,418.
As City Engineer, Cibor will lead the Engineering Department’s ten-person staff. His responsibilities will include ensuring that transportation projects adhere to engineering best practices, address public safety, reflect adopted policies, and support the City’s vision of a sustainable transportation network. Additionally, the City Engineer will provide input for the City’s Comprehensive Plan and Transportation Plan, coordinate with state and local agencies on transportation issues, participate on the City Traffic Commission, and manage the transportation capital improvement program budget. Cibor will work with the Department of Public Works on system improvements and with residents on issues including traffic signal timing, sidewalks, bicycle facilities, traffic calming, and other safety concerns.
Since September 2018, Cibor has worked as the City Traffic Engineer for the City of Asheville, North Carolina. During his tenure at the City of Bloomington from March 2015 through August 2018, Cibor led the Transportation and Traffic Engineering Services staff within the Planning and Transportation Department in carrying out the City’s vision for a progressive and balanced transportation system. Cibor’s professional experience also includes five years as Traffic Engineer for the Ada County Highway District in Garden City, Idaho. Certified as a Professional Engineer (PE) and a Professional Traffic Operations Engineer (PTOE) and a member of the Institute of Transportation Engineers, Cibor received his Bachelor of Science Degree in Civil Engineering from Northwestern University in 2005.
