Public Hearing Regarding Proposed Bridge Rehabilitation on U.S. 41 Over White River, Gibson/Knox County Line

(VINCENNES) – The Indiana Department of Transportation (INDOT) will hold a public hearing on Tuesday, January 8, 2019, with a presentation at 5:30 p.m. at the Vincennes INDOT Sub District Conference Room, 3650 South US 41, Vincennes, Indiana 47591. (The sub-district is a one-story building located behind the district office that faces US 41.) Doors open to the public at 5 p.m. as project team members will be available to address questions during the informal session.


The purpose of the public hearing is to offer all interested persons an opportunity to comment on current design plans for a proposed US 41 bridge rehabilitation over the White River, located on the Gibson/Knox County Line.
The Indiana Bridge No. 041-26-03917E (NBI 14560) that carries US 41 over the White River is eligible for inclusion in the National Register of Historic Places (NRHP) under Criterion C because of its engineering significance. The bridge is listed as a non-select bridge on the INDOT Historic Bridge Inventory and was processed under the Historic Bridge Programmatic Agreement (PA) for the management and preservation of Indiana’s Historic Bridges. Following the “Standard Treatment Approach for Historic Bridges” from the PA, the preferred alternative is to rehabilitate the existing bridge for continued two-way vehicular use and will follow the Secretary of Interior’s Standards for Rehabilitation. The project proposes but is not limited to, removal and replacement of the existing bridge deck overlay, replacement of small portions of the bridge deck and railing to accommodate the construction of the new deck joints, and repairs to the existing floor beams and new girder catch block systems. The project will also include the removal and patching of the existing delaminated concrete on the substructure and foundation as necessary, and deteriorated concrete slope walls will be repaired with flowable fill. The project will not require new permanent or temporary right-of-way.
The proposed Maintenance of Traffic (MOT) plan will allow one lane of traffic to remain open in each direction during construction by utilizing crossovers. Traffic will be maintained on the northbound bridge while work is completed on the southbound bridge and vice versa. Emergency services and school corporations would be contacted prior to the reduction and/or closure of travel lanes.

The public hearing serves as the opportunity for the public to comment on both the Categorical Exclusion (CE) environmental document and the 800.11(e) documentation for Section 106.
Public statements for the record will be taken as part of the public hearing procedure. All verbal statements recorded during the public hearing and all written comments submitted prior to, during and for a period of two (2) weeks following the hearing date, will be evaluated, considered and addressed in subsequent environmental documentation.
